For more than 40 years Jim has provided consulting in all aspects of the creation, funding, portfolio management, and administration of qualified retirement plans and executive compensation arrangements to more than 1,000 employers ranging in size from one to more than 50,000 employees.

Prior to joining CapTrust Advisors, Jim operated Waters Pension Advisors, Inc. (WPA). Prior to that, Jim was Senior Vice President of the international employee benefits consulting firm of Aon Consulting, after merging the firm he co-founded in 1975 Ogle & Waters, Inc.).

His education includes a BA in Economics from North Carolina State University and an MBA from the University of Florida. His professional designations include Fellow of the American Society of Pension Actuaries, Member of the American Academy of Actuaries, Certified Pension Consultant, and Enrolled Actuary. Jim recently completed the PLANSPONSOR Retirement Professional (PRP) program offered through the PLANSPONSOR Institute.

In addition to being a frequent speaker at national, as well as local professional conferences, Jim has written two books which were published by the American Society of Pension Actuaries. He has also developed defined benefit plan actuarial valuation and defined contribution plan participant recordkeeping software systems. He created some of the first 401(k) plans in the early 1980’s and developed one of the first “open architecture” participant recordkeeping arrangements.
